Notice: Winners Circle announces the withdrawal of cash Reward...
On June 1, 2006 the Winners Circle will withdraw the Cash Reward of up to $1000.00
offered in an attempt to curtail the plague of vandalism, Graffiti, and elegal bumping. The withdrawal is predicated on the total lack of interest on the part of the city administration, the Mayor, the Council, not to mention the fact that the Winners Circle was told that our Cash Reward Program was illegal. While our regime says 'We Cant' other communities act...For the rest of the story click here...

On January 26, 2006 at the Winners Circle's Downtown Awards Ceremony, the first of its kind reward program was announced.
Predicated on responses to the 'Vision for Downtown' Campaign, News editorials, and more importantly, interviews with downtown stakeholders, the Winners Circle concluded that something, anything, had to be done. The Winners Circle fomulated a...

Penney Wise - Pound Foolish?   {Penney Wise-Dollar Foolish}
The perception of the City of St. Catharines, Ontario Canada is that it has become ‘Penney Wise – Pound Foolish’.
The city has unused, publicly owned, property in the core of the city that could and should be offered for visitor and shopper’s parking. This can be done with no financial loss to the city. Short-term {30min.}Parking meters could and should be strategically installed for those times of short-term need.
Why does St. Catharines appear to be the only city to deliberately choke off...

The Tale of Two Cities!
Its one thing to abandon the downtown core of our city to the ravages of everything not wanted in the noble wards of noble people, its another thing to have the unwanted savagely ravaging the city outside the downtown core. 200 meters of graffiti punched home the fact that St. Cathatines...

A Mayor to Remember!
Hazel McCallion, Mayor of Mississauga since 1978 and now aged 84, is Canada’s best known and arguably most successful mayor. Her administration, of only 8 councilors, has become a by-word for businesslike and prudent city management. Mississauga, with its population of some 700,000, is the safest of the country’s big cities and has been kept debt-free throughout Mayor McCallion’s tenure. She was supported by voters from across Canada and also enjoyed considerable popularity in the US.

Criminal activity is all in our mind?
Our Niagara Regional Police says that it is a misconception that our Downtown is a risky place for citizens to wander especially after dark!
According to federal stastistics and NRP information, it gets hard to believe that citizens should not be concerned...

Garden City or Garbage City?
Although it hurts that the reporter got it right, someone finally has broken the silly ostrich like leadership at City Hall who see no evil, hear no evil. St Catharines has so many great and essential attributes to be successful; all it takes is visionary leadership!

Location! Location! Location!
For months citizens' groups and individuals have tried in vane to convince the powers to be to rethink the placing of the Bethlehem Place, 40 apartment, subsidized low rental housing complex in the downtown core of St.Catharines. Throughout this long process anyone interested in the health and welfare of the children of our less fortunate families and/or the  advancement of the downtown core for the betterment of the City of St. Catharines have been shamelessly abused...

Lessons Learned the Hard Way!
On May 2, 2005, St. Catharines City council received a report regarding the two-day effort to come up with a strategic or official plan. So, what was it? A strategic plan or an official plan? It was as the winners Circle predicted! It was neither! What the City's braintrust managed to come up with was a simple 'wish list' hardly worth a fraction of the cost.
However, all concerned learned some very incightful lessons in dysfunction...

Policy Failure?

If doing nothing is becoming obvious, simply blame the victim!
Mayor Rigby says; “I think some of our own people create their problems, too! They (the victims of crime) go crying to you guys (the media) and you have to write another (negative) story”.
Apparently Mayor Rigby is more worried about negative stories in the media than he is about the downtown area of his city! Mayor Rigby thinks there is nothing his regime can do other than suggesting to close the downtown, down, to say ‘sorry, you’re all closed, you’re not going to have stores, bars, and restaurants downtown’!
It would appear that Mayor Rigby and Crew are admitting that they have no idea what to do! Worse yet, they assume, wrongly, that no one else knows what to do either!

Police say Downtown is a safe place!
NRP says downtown is a safe place and that nothing has changed statistically!
Perhaps our City Administration and our NRP would enlighten us as to the danger of Crack users.
In fact, perhaps they could use the short list and explain which, if any, drug produces a more dangerous situation than Crack Cocaine!
According to D.A.R.E, (Drug Abuse Resistance Education) smoking crack cocaine can produce a particularly aggressive paranoid behavior in users.
When the NRP have finished their explanation, it would be interesting to once again listen to their hypothesis regarding public safety downtown!
What is the message from the NRP? Is the message that unless things get worse, they intend to do nothing more about the current situation?

Planning Summit Report?
Has the growing number of increasingly aware St. Catharines’ citizens motivated Mayor Rigby into calling for a special and historic two-day 'Planning Summit Meeting' of all council and senior staff?
This extra effort is supposedly to develop a strategic  or official plan outlining the direction St. Catharines will take going forward. If this new strategic or official plan is no better than the ten year old job, which is occasionally dusted off for the sole purpose of discrediting critic’s claims that the city doesn’t really have one, then they may as well not bother. Who will bet that the brain trust of St. Catharines will come up with any kind of plan?

The Me Generation of Politics
It has now become painfully apparent that Niagara’s limited development is predicated on Niagara’s bizarre and extraordinary over governance! The only thing growing faster than Niagara’s  government is the cost of it!
Evidently, the self-serving throng in control of our lives are willing to do anything to hold onto power, even if it breaks the back of our economy, crushes the taxpayer, and impedes our society’s progress. Where is the media's curiosity? Where are their Questions?

The Burlington Option
What is the Burlington option? This moniker appeared as a way of indicating the political structure of the City of Burlington, Ontario in comparison to several other options being considered by the 2005 council of the City of St. Catharines Ontario.
It soon became apparent that the options boiled down to the Burlington option or doing nothing. But why were the preponderance of our 18 St. Catharines’ councilors so strongly opposed to the Burlington option? Will 'Smart Growth' oblige our council to save as many of their political seats as possible?

Unreported News
The Council meeting of February 7, 2005 produced an outstanding wealth of interesting information. There was, of course, the obvious. The obvious being, the issue of our city’s foolish and inconsiderate threat to deprive our children of their swimming pools in favour of $4,000,000.00 for City Hall pay increases.
Was that all that the local media was interested in?

The above ugly and disturbing images relate to the stories below and signify the character of a city administration that is failing the wonderful City of St. Catharines and its Citizens.
Highest taxes, highest tax increases, poor service, suffering infrastructure, commerce killing attitude, wasteful spending, uninspiring downtown, lack of vision, political egocentricity coupled with large pay increases have lead many to think that the current political leadership in charge of the City of St. Catharines is at a historical low.
Every city that has pulled up its socks has first had to improve its political leadership.
